On October 23, 2002, PG&E filed with the Federal Energy Regulatory Commission (FERC) an application for a New Project License for the Upper North Fork Feather River Project, FERC Project Number 2105 located on the North Fork Feather River in Plumas County.
Approval of the proposed project requires a water quality certification pursuant to Section 401 of the California Clean Water Act. The State Water Resources Control Board (SWRCB) must make an evaluation of the project and potential impacts to the environment including effects to water quality and temperature within the project and downstream of the project. Adverse water temperature impacts were identified as part of this evaluation and SWRCB has continued to evaluate a wide number of mitigation measures in an effort to come up with a solution or combination of solutions that would result in reduction of downstream water temperature.
